OK. So, is this a portrait of Elizabeth of...Austria? Bohenia? Aargghh -- the one who married Mad King Ludwig of Bavaria. Or am I 'way off the mark? (Btw, who was the artist? Winterhalter? That gauzy confection of a gown is to die for.)
The artist was Winterhalter, yay :-) but the subject: Elisabeth of Bavaria, b. Dec. 24, 1837 – d. Sept. 10, 1898. Empress of Austria, Queen of Hungary and Bohemia. Spouse of Francis Joseph I.
As for the Mad King Ludwig of Bavaria connection -- if any -- I'm at a loss.

Yes, as DW spotted, Austria's beloved Sissi-- or Elisabeth, if you will.
