X, Though I wish he had, in his defense Our Lady said it was to be released before 1960 at the latest. His pontificate ended before then, so the onus falls on John XXIII. In other words, though it might be correct to say he should have released it, it would not be correct to say that he had to have released it.
If we ever learn the exact contents, it will likely shed light on this.
Pray that Pope Benedict will live long enough to set enough people and things in the right places so that when times get REALLY rough for us...there will be *something* to help the faithful.
