Canon de La Brosse, ordained in July of this year by His Eminence, Raymond Leo Cardinal Burke, will offer a first Solemn Mass at Saint Francis de Sales Oratory on Sunday, December 18th at 10 a.m.

I do believe the first blessings that will probably accompany this Mass are matter for a plenary indulgence*.

I don't think so.
Enchiridion of Indulgences issued on 29 June 1968 says:
# 43. First Mass of newly-ordained Priests (Prima Missa neosacerdotum)
A plenary indulgence is granted to a priest on the occasion of the first Mass he celebrates with some solemnity and to the faithful who devoutly assist at the same Mass.
Mr. Know-it-all,
There was a plenary indulgence for assisting at Canon's first Mass on Sunday. (He announced it from the pulpit before his sermon.)
